Contest Outline:
Department of Administrative Reforms and Public Grievances (DARPG), Ministry of Personnel, Public Grievances and Pensions conducting an Online Hackathon on Data-driven Innovation for Citizen Grievance Redressal Mechanism. The basic objective is to provide technology driven solutions to improve the grievance redressal mechanism in the country.
Problem Statements:
Create a Chatbot that will help the Citizens to resolve their common queries related to filing a Grievance in the CPGRAMS portal (https://pgportal.gov.in) and expedite smooth submission of grievances.
Making the redressal process more robust and data-driven to reduce the Grievance submission and resolution life cycle. Technology such as AI and ML could be used.
Improvise the quality of public grievance disposals for greater satisfaction of citizens
Create predictive models using datasets to smooth the Grievance redressal mechanism

The online event will take place after the announcement on 05-NOV-2019
There would be 60 days from the launch of the Hackathon to record and submit the prototype solution in one or more categories.
Registration and submission can be done in one of four categories: Chatbot, User Story Map / Pipeline, Application System (Web and Mobile), Predictive Models.
Before submitting the prototype solution, participants must upload their code into the GIT repository (https://www.github.com) and the demo video / product on YouTube or Vimeo.
For online submissions, the following items must be shared for evaluation by DARPG:
Link to the source code repository of the solution
Solution file and / or related document in PDF format
Product Demo / Features Video Link
Presentation of the project in PDF
At the conclusion of the online submission, entries would be evaluated and pre-selected in four categories: chatbot, user story card / pipeline, application system (web and mobile) and predictive models.
Prototypes of potential solutions would be selected by a panel of experts from government, academia, community, industry, etc., which will be identified and notified by DARPG. Pre-selected participants may be invited to be presented to the eminent jury.
Entries selected for the online competition will be rewarded and recognized appropriately. A certificate of appreciation will be given to all pre-selected entries. All participants would receive a certificate of participation to download from the submission portals.
DARPG can plan to advance the selected solution prototypes and decide on a subsequent adoption strategy for the selected entries.
Judging Criteria :
Concept: It must be developed on a disruptive unique citizen centric concept.
User Experience: It must have convenient user interface and simple navigation.
Responsive (no lag): It must respond instantly to user input.
Technology Design and Efficiency: Conformance to Open Standards and interoperability Guidelines (as prescribed by the Government of India).
Quality: It must be a functional prototype.
Sustenance: Team must adequately demonstrate a plan for its updates, sustenance and continuing usability.Usage of any emerging technology like AI, ML, Block-Chain, Data Analytics, etc.
